Clear Administrative Services Credential 

Possess a valid California Preliminary Administrative Services Credential as noted in Title 5 of the California Code of Regulations section 80054(d)(1) and (2).

Candidates must submit a copy of their Preliminary Administrative Services Credentials with their application documents when applying for admission to the Professional Administrative Services Credential Program. Applications are reviewed by the Education Leadesrhip Administraive Support Coordinator and the Program Coordinator.

Verification of an offer of employment in a full or parttime administrative position in an employing agency as defined in Title 5 of the California Code of Regulations section 80054(g)(1).

Professional Administrative Services Credential Candidates at San Diego State University are required to submit evidence of employment in a position requiring the Preliminary Administrative Services Credential upon application for admission to the Credential Program. Only candidates with the documentation are admitted to the Program. Applications are reviewed by the Education Leadesrhip Administraive Support Coordinator and the Program Coordinator.

An entity that operates a program for the Clear Administrative Services Credential shall provide for the development of a written individualized program of professional development activities (clear credential induction plan) for the advanced preparation program based upon individual needs. The plan shall be developed in consultations among the candidate, employer, and university/program representative.

The candidate will complete a pre‐, mid‐ (formative), and post‐assessment of skills in relation to the CPSELs. SDSU uses a self‐assessment tool in which each candidate evaluates his or her skills against the standards and then revises that at the mid‐term and final assessment.  In addition, each candidate is provided a 360‐degree evaluation in which a range of individuals who will with the individual submit information. The candidate reviews this anonymous feedback and incorporates activities into his or her IIP.

In addition to the Commission’s General Preconditions as well as Precondition 1, 2, and 3 above, a Commission-approved program shall determine prior to recommendation of a candidate for a clear Administrative Services Credential that the candidate has met the following requirements established in California State laws, regulations, and/or Commission policy:

A Commission-approved program sponsor that operates a Clear Administrative Services Credential program shall verify, prior to recommendation of a candidate for a Clear Administrative Services Credential, that the candidate completed two years of successful experience in a full-time administrative position as defined in Title 5 of the California Code of Regulations section 80054(g)(2)(B) with an employing agency as defined in section 80054(g)(1).

Upon applying for admission to the Program, the candidates receive information regarding all of the Pre‐Conditions stipulated by the CCTC. No candidate is admitted without evidence of employment in a position requiring a Preliminary Administrative Services Credential. The candidate will acknowledge the Preconditions in the Professional Credential Induction Plan. The Program Clearance Procedure, conducted by the Credential Analysts in SDSU’s College of Education Office for Student Success prior to the recommendation of the credential, will include the verification of the two years of successful administrative experience. Any candidate who fails to meet all of the CCTC and program requirements is not recommended for a credential.

A Commission-approved program sponsor that operates a Clear Administrative Services Credential program shall determine, prior to recommendation of a candidate for a Clear Administrative Services Credential, that the candidate has completed a Commission-approved Clear Administrative Services Credential (CASC) Induction Program based on Administrative Services Credential Program Standards.

The program of study for the clear credential requirements include 80 hours of coaching and professional learning.  The credential program design includes two courses: The first is EDL 680, Seminar in PreK‐12 Administration, in which the candidate initial self‐assessment is conducted to guide the development of the Profession Credential Induction Plan; The second is EDL 760, Internship in Pre‐K‐12 Organizations, in which participants develop instructional leadership through intentional integration of classroom study with real, job‐related practicum experiences.
